Former Minister of Government (Interior) and former acting Minister of Labor in Panama He is a lawyer for various commercial companies in Panama and holds a Doctorate in Political Science from Bircham International University. On January 12, 2017 he took office as Deputy Minister of Government, a post he held until May 1, 2018, before being sworn in as Minister of Government.  Acting Minister of Labor and Workforce Development in November 2018  He took office as Minister of Government on May 2, 2018: during Minister Rubio's tenure it has been possible to implement programs based on four pillars: access to justice for the strengthening of the rule of law and peaceful coexistence, democracy and governance, civil protection and humanitarian assistance, and a prison reform focused on the resocialization of persons deprived of liberty
